The Social Task Force

The neighborhood social staff accompanies residents from the beginning of the planning process throughout occupancy.

The support focuses on increasing household income through rights realization, debts settlements and employment advancement. In addition, the team works to build community leadership and participation and strengthen the neighborhood’s resilience.

General Information About the Neighborhood Today

  • Most residents are new and long-time immigrants from Eastern Europe and the former Soviet Union, alongside families of Ethiopian origin and Arabic-speaking families.
  • 50% of the residents are aged 65 and over, and 20% are public housing tenants.
  • The buildings were constructed in the 1960s and have suffered from many years of neglect, hazards in the public spaces and in buildings’ surroundings.
  • The complex is located approximately 2.5 km in a straight line from the Bay industrial zone (the BAZAN complex), and therefore is valued less than the rest of the city’s housing prices.
  • The complex previously had no compliant shelters. In 2025, MANOF worked in cooperation with the Haifa Municipality and with the support of The Giving Group Community (GGC) to clean and renovate the shelters.
  • The area’s unique topography does not allow access to the surrounding open spaces, which are filled with waste and environmental hazards.
